So I wrote this up but then thought of something to try, and that finally worked, but I figured I might as well post it still just in case anyone else is trying to search for it like I was. And in case it might be something buggy? Weird.
What wound up fixing it was unplugging the DisplayPort cable I use, and plugging in with HDMI instead. Don't worry, though! It did also still work once I switched back to DisplayPort. I'm fairly sure I tried unplugging and plugging back in just the DisplayPort cable before, but since it just worked with the same hardware when I booted into Ubuntu, I may not have.

Hey! I ran into this bug a bit ago with OBS 29.0 when I got an AORUS FV43U monitor, but now it's persisted through a fresh install of Windows and updating to OBS 29.1.2.
If I choose Display Capture, it shows both of my monitors, a Dell S2716DG and the AORUS. It'll show the Dell's screen just fine, but when I switch the drop down to AORUS it just... doesn't? OBS will show AORUS selected, but it's still on the Dell's display. However, this works fine both in Ubuntu and macOS.

Things I've Tried:
- Reboot
- Switching HDR off in Windows Display settings
- Adjusting resolution (both in OBS and Windows)
- Uninstalling and reinstalling Windows and OBS
(note about this: didn't reinstall Windows for this specifically, but kind of thought a fresh everything would just get around the issue)
