Bug Report OBS CSGO Microstutters (Not Even Streaming)

So I thought that my PC was acting strange when streaming CSGO. My frames are still 200-300 while streaming, yet the game is choppy and stuttery to hell. So I stopped streaming, and CSGO was STILL choppy, with microstuttering. It seems to be occurring when OBS is simply opened (not even streaming).

I have a dual monitor setup, with my primary being 144hz and my secondary as 60hz, but that shouldn't be an issue.

PC Specs:

i7 6700k
GTX 1070
16 GB ram

Post a log with a recording attempt (the log should have something that says Recording Start or something like that).

You have 3 game captures in 1 scene. I suppose each one is configured with a specific game.
