HELP ME LOL

Hi, I am a streamer on twitch and the box goes red.
I have reset OBS settings to default, I have unplugged and resorted all USB devices, I have updated all my drivers, I have put my Internet connection to 5Ghz instead of dual band 2.4 ghz, I have removed medias, I have removed captures, I have removed the whole scene and on Twitch it still lags. I used to stream at 10-12k kb with no issue at all. I am beyond stumped on what to do. My internet has amazing speed, and is not one to be called cheap network. Here are my internet statistics as of writing this:
So as you can see it is not a bad wifi router.
I also have another router, and here are the statistics of the second one:
I have been streaming on my main router. I tried the second router and it's the same issue.
About my PC:
CPU: 12th Gen Intel(R) Core(TM) i7-12700F 2.10 GHz
GPU: 1660 Ti 6GB
RAM: 32 GB DDR5
Wifi Card: Intel(R) Wi-Fi 6E AX210 160 mhz
Motherboard: ASUS Z690
When the problem happened:
The problem started after a factory reset. I reset my pc due to overloaded storage, and overloaded content. I have no clue on how to fix this, at first I thought it was a GPU problem, but after sitting idle and it still goes red, I have no clue. My WI-FI has never been like it is right now. I am frustrated because all my hard work on my scenes are gone, and this is a hard issue for me to solve.
What happens when the box goes red:
Well the obs will freeze and lose frames. Then my stream freezes or sometimes OBS will just freeze. When I game I use 60 percent of my CPU, this includes all the apps I use while streaming.
