this did not work as the file i had was just sitting there and i could not find it and it did nothing

That's an entire thread describing the current problem, which is that NewTek updated NDI to 4.5 which causes crashes when used with OBS and the OBS-NDI plugin. Not sure what you mean by "this did not work" as I did not suggest any particular workaround.
This issue will exist until:
1) NewTek updates 4.5 to fix the crash, or restores the 4.1 download;
2) The author of the OBS-NDI plugin updates the plugin so the crash no longer occurs when used with NDI 4.5.
If you had NDI working before last week, uninstall NDI and reinstall version 4.1. If not you're out of luck right now.
