I tried reinstalling OBS, updating AMD drivers, no help. In my case, something I've noticed is that it always happens when OBS is doing a lightweight operation. I don't know if its related or not, but for example, in Overwatch, it always happens to me when I'm in the end of the game watching the results/medals (bitrate goes as low as 500 kb/s in this scene instead the bitrate set in OBS, I guess its because it doesn't need more as there is barely any movement in the game). Maybe its not important.

According to both our logs, it seems like the 'faulty address' point to these files:
c:\windows\system32\driverstore\filerepository\c0309114.inf_amd64_9133a0f6cb9c56bb\atiumdva.dll

Since I don't know how to interpret these log files, lets see what the OBS guys can tell about the matter.
