OBS Crashes on start using El Capitain 10.11.6 and OBS 24.0.2

I downloaded and installed 24.0.2 for the first time yesterday. This is the last known good version that is compatible for my old Mac Pro running El Capitan 10.11.6

When I run it I get an "OBS quit unexpectedly"

I hit "Reopen" and then I get a "Failed to load locale/en-US.ini" error.

Any clues?
