OBS crashes before starting

Short Version: I installed OBS but it crashes before it even starts. I've attached the crash.txt file. Any help would be appreciated

Long version: I'm currently using an attached webcam to livestream on FB. A recent change that I haven't figured out yet means I can livestream on a personal pages but not business pages. The select video source will see the camera then bounce to select software option. This happens on 3 separate computers with various windows updates installed.

As a workaround I finally download OBS like everyone keeps telling me to but it crashes before it starts.

My first attempt to download OBS 28 resulted in Avast blocking the download stating the page was infected. I got the same result on the other two computers I use. Online search indicated it's probably a false positive so I disabled AV and downloaded it anyway. Installed it and it crashed before starting. The zip file downloaded just fine but I wanted an installer so I never used it.

Cleaned everything up, found a OBS 27 version and downloaded that (with no warnings). Installed it and it also crashed.

Any help would be appreciated (either with getting the camera working on FB or with getting OBS working)

I have an HP Omen laptop and Intel is telling me I'm locked to the OEM drivers which are woefully out of date. Intel unlocked their drivers but I can't update the OEM drivers enough to get to the unlocked options.
Even forcing OBS to use the Nvida card causes it to crash before it starts.

I have discovered the issue with the FB livestream appears to be caused on older groups pages that haven't migrated to the new experience pages but I haven't found a way to force the migration and I really would like to start using OBS as it opens a bunch of other options for me.

How much older would I have to go with OBS versions to get one that would work with these drivers?

Any other suggestions would be appreciated too.
