It seems you have no video driver installed for your GPU. OBS is able to detect only "Microsoft Basic Render Driver". Download and install the proper and most recent video driver for your machine.
In case you are accessing this machine with rdp, don't use rdp but some other remote access software like vnc.

Update OBS Studio first, then remove enc-amf.dll from your obs-plugins folder. It caused the crash.
