OBS. CRASH AFTER NEW PC

After I got a new PC, OBS crashes all the time.

It can freeze as soon as you press record. It can decide to go out after 2 min, or make a game do an unpleasant action to go out.

I have a powerful PC.. with brand new software and hardware.

my old PC, there was nothing wrong with it.

PC specs

I9-13000KF
RTX 4090
64MB of RAM
Windows 11

Is it because my software is too new??

I have a 4090 and have observed this issue quite frequently since upgrading from a 3090 to a 4090. I believe it to be a driver or firmware issue with the card itself. In early-December, Nvidia put out a firmware update that stopped the card from essentially "unplugging" itself from the PC. The device couldn't be found, monitors would flicker, then suddenly it would be back but OBS would have crashed. I installed the latest firmware updates and the monitor flickering stopped, but I will still get OBS crashes telling me that it can't find the NVENC encoder.

Here's the snippet from the logs that makes me believe this is still going on and is actually a Nvidia firmware issue:
