I streamed before on mobile hotspot, and in last week i upgraded my internet , i am on fiber optic cable , before i had no issues , but now it started to disconect my stream and then reconnect , in meantime while it reconnects i have no problem with my internet, my ping in game is constant and doesnt disconnect , i will note first log file is longer it is 5 hour stream session and there you can see it happened every 10 minutes , and second log file is after i reinstalled my obs and problem still persisted . i disabled defender , looked trough my event viewer where i only found program called amdfndr.sys and i disabled it but still problem exists, any help would be appreciated , i must note i am not well versed in network and if you need additional files , please ask

Speed test don't measure RTMP protocol which is used for streaming.
To better test the quality of your internet connection against Twitch servers you should use the app: https://r1ch.net/projects/twitchtest
Anything bellow 90 quality is bad and shows an issue within the network, most probably on the ISP side.

You can confirm the issues on the network on the errors the log shows:
16:47:25.401: WriteN, RTMP send error 10060 (4097 bytes)
16:47:25.402: WriteN, RTMP send error 10038 (80 bytes)
16:47:25.402: WriteN, RTMP send error 10038 (42 bytes)
Also, as you're using dynamic bitrates you know you have a not so good internet connection.
It could be an issue on the network adapter drivers, the network adapter itself, the network cable, the router, the modem, anything in between the modem and the servers (ISP)
If by any chance you used a network booster or similar programs, undo the changes and uninstall it. This programs tend to cause more issues than help.

On the hardware issues, for modem and router you can try changing the port where the cable is connected to them, use a different cable if you have an spare one, connect directly to the modem.
Verify if there's an update for the network adapter on the motherboard's support page.

ISP: tell them you are having problems specifically streaming to Twitch. That the speed test don't measure the RTMP protocol used for streaming and that you used this tool to measure the quality of the connection against Twitch servers and give you this bad results (assuming bad results).

well you will not believe but i think i fixed it , 3 hours stream no disconnects , basically i cheked my MTU and it was set on 9362 , with ip testing from 1500 and decreasing it by 20 i found out that 1460 is returning with 0% packet loss , i added 28 and , knock on wood it is working for now , we will see how long it will work
idk how it was set to 9362 but it was my last option before full system delete and it worked (for now) , maybe someone that has same problem will stumble across this thread and this response helps them

Are you using a VPN? if yes, then having to adjust MTU is a decades old known consideration for some applications.
if you aren't using a VPN, then something unusual/odd going on with your ISP
