Question / Help OBS Constantly Dropping Frames

Okay, so I have a pretty weird problem here.

Firstly, I've been streaming on twitch for a little less than a year now, and my ISP is Cox Communications.

I use OBS to stream, and for some reason, I constantly drop a few frames every couple of minutes. It really bothers me, and I've literally tried everything possible (besides reaching out to OBS, which I am doing today.) I was wondering if you guys have ever encountered this problem before, and if so, is there ANY Possible way that a solution can be offered?

Dropped frames is literally the only problem that I have been having with my streams, and I really want to get this sorted out as soon as possible. If there's any additional information you need, please let me know.

- My upload is 10 MB, and I use a 2500 CBR setting. Encoder x264, VeryFast CPU, Rescaling to 720p, 60 FPS

- I also have the last two logs uploaded for you to review.

- I have had Cox Tech people come to my house 3 times, and nothing has changed.

- I used the Twitch Server tester software, and it told me that LA is my best server. I stream to that one.
