OBS constantly dropping frames with low CPU usage when opened and during streaming

Having a very strange issue that im hoping is not hardware related, but my OBS has been hardcore struggling on open to load properly and keep a steady FPS from the moment I open it and is often rending in a really skippy manner with no clear solution, but will randomly just suddenly be fine. the CPU load is always pretty low according to the meter in the corner and in task manager it never really seems to be having an issue, but if I start a stream while It's doing this, it will also have a very jumpy bitrate on top of the FPS problems and it is all visible to the audience, though they can hear audio fine.

The issue itself isn't at all internet related as it happens as soon as I open the program.

My current settings that worked previously:
High Priority
Admin Mode
NVIDIA NVENC H.264
6k CBR

It was ok for a while today, but when I deleted a source it crashed and we were back to square one.
At my wit's end with this, not sure what about my setup is making it flip out all of a sudden

Updating - we found the issue with the source profiler plugin - there was a problem with resource hogging from a couple of sources on a scene that wasnt very visible without that tool. still having slightly laggy startups, but it now quickly resolves itself after its able to load
