Question / Help OBS Connection issue but Connection is fine?

Hey for the past half week or so I've had this really weird issue with my OBS. As soon as I hit start streaming the dropped frames start going up and the connection speed starts fluctuating like crazy here's a small GIF of what happens: https://gyazo.com/976e986488d56fa145e3943bb2354e6c

Im not sure whats happening I once had this issue before but I some how fixed it. I've uninstalled OBS and freshly installed it and the issue is still there. I used to be able to stream fine at 3000 kb/s but its soo unstable now its impossible to stream and never even gets into the 2000's

If you know any fixes or even possible fixes please let me know thank you :)

when posting logs, please:
  1. make a record/stream
  2. stop it, don't close OBS Studio
  3. upload current log-file
  4. close OBS Studio.
Please, find a log from that streaming attempt (or make new one) and attach it to your post. Help>Log Files>Show Log Files.
