Hello there!
My problem:
OBS will not stick to the bitrate I set, even if it's a bitrate of 100 (CBR) with a custom buffer of 50, it always pinns my connection at a bitrate of 2000 which is my maximum upload speed.
What I have tried so far:
I tried to find a good server to stream to using the tool "Twitch Bandwidth Test" and the best server is in Germany, Frankfurt with a Quality of 36 and a ping of 28ms. So I adjusted the settings in OBS, set the resolution to 360p30fps and turned the bitrate down to 1000 with a custom buffer of 200, just to see if it would work. But it didn't, it still pinned my connection at 2000. Then I have tried to set the bitrate down to 100 with a custom cuffer of 50, which didn't work as well, only when there was no movement involved (eg. plain white source). After that I have had a look at my internet speed and the ping was normal and the up/download speeds were fine as well.
So I'm hoping that someone knows what's going on and maybe even help me out with that. Log provided here:
