for some reason whenever i view my clips it starts choppy then becomes normal

Looks like VLC is not installed on your system. I would try it for playing back those recordings.
Some suggestions if that fails/until you get clean playback:
Run your monitor @ 120 or 60HZ
Run OBS @ 60FPS
Change Color Range to Partial
Fix your Scene, having more than (1) Display, Game or Window capture in the Scene can cause interference/stuttering.
Don't monitor the audio from OBS & see if this improves.
