OBS Choppy when opened and clicked on game screen

I'm having what I believe is a very stupid issue that no amount of Google searching can seem to fix.

When OBS is opened, not even recording or streaming, the sole existence of it being opened, if I am clicked on my game, OBS gets incredibly choppy except for the actual game capture. The OBS audio bars will be very choppy, as will the VSeeFace (used for VTubing). To the point where its a frame drop into probably single digits. The game capure itself is fine.

Sound weird and doesn't make sense? Well, when I click off of the game screen, everything runs fine. OBS runs fluidly. Click on the game screen again, everything gets choppy. Again, we'r enot even streaming yet. OBS is simply existing. If OBS is not opened, every app I have issues with is immediately running normally. OBS file logs do not show any render or encoding lag issues, or any issues at all.

My questions is, why is this happening and what is the Solution? I've tried rolling back to OBS 29, rolling back windows updates, and tuning down graphics settings in the game. None of this has fixed the issue. As you can imagine, this is a very stupid and frustrating problem to have.
