OBS causes stuttery/lower frame gameplay even when in game frames are fine

Whenever I even start up OBS, my game goes from feeling buttery smooth (240hz) to feeling really stutter like 60hz. The thing is, in game my frames dont change at all when I launch obs, so its not that the game is running poorly, rather OBS causes the display to lower its refresh rate. Game mode and game bar in windows are turned off, and Im running the recording and streaming on nvink new or whatever its called with a systems with a 2080ti and i9 9900k
