OBS causes audio static upon opening

I've racked my brain on this for months.

Any time that OBS is opened, it slows down and heavily statics my audio, sometimes causing it to cut out entirely. This is only when OBS is open/opened.
The only conflict I could possibly see is my Elgato Wavelink software, but for clarity I have:

• reinstalled WaveLink
• reinstalled OBS
• rechecked file integrity
• opened OBS in safe mode (static still happened)
• rebooted the PC
• double-triple checked all audio track bitrates (48khz)
• low latency audio buffering in Audio Settings checked and unchecked
• sometimes it's fine until opening TikTok studio (for virtual webcam use) and then it starts, but persists after it's been closed

The audio when recorded is less static than in my monitor, but my mic and any audio will cut out.
I've attached several consecutive log files for when the issue was happening, but I'm really at my wits end here.
