OBS is running on your Nvidia card. You need to run it on the Intel GPU to perform a desktop capture.

how? I set the gpu number under H.264 (new) to the number associated with my intel gpu...

The GPU chosen for encoding is different than the one set to run OBS' GUI and perform frame rendering. The latter is set either in your GPU's driver software, or in Windows display settings (Win 10 1909 and later).
