Question / Help OBS Caps my FPS Even when idle

So i had this issue for a while now. It seems to affect primarily CS:GO but it has happened on Borderlands 2 recently too.

My PC Specs:
i7 6700k 4GHz
16GB 2666MHz Ram
GTX 1080
Windows 10

When i start OBS, it caps my FPS when playing to about 50-60 which is quite unplayable for a game like CS:GO. I don't need to even record or stream. It is just idle.

I have tried changing some options in both CS:GO and OBS.
I always check if Game DVR is disabled too.

Here is a little video showcasing the problem (If i am allowed to even post links here):
https://www.youtube.com/watch?v=N2CB_wO61w8

You can just barely see the FPS counter on the top right. I also tried launching WITHOUT shadowplay enabled (completely disabled the program) and it's the same problem.

On Black Ops 3, when i stream, FPS is fine but you can't hear my mic, it's so low. If anyone can fix this issue i would also appreciate it, but CS:GO comes first xD

OBS log missing.
I updated it. I don't know if i did it correctly. I booted up CS:GO, turned on OBS and "View current log". I'm not an expert in this but i hope it's fine. I didn't start recording or streaming because the problem comes from OBS just being open.

Only when you have something installed that is actively blocking the other capture methods.

This problem started right before i started streaming and the only things i installed recently have been steam games. I don't know what kinds of software could block obs though. Turning off shadowplay completely didn't help either

With csgo, stuff like sweetfx can cause this sort of problem.
I don't have and don't use software/mods like these. This issue is really odd as it only affects CS:GO and Borderlands 2 from what i have seen so far. I don't know if the problem is with OBS or if the problem is with the settings in game, or 3rd party software, but i keep my PC clean of mods and software that "improve" or "change" the way the game looks or plays. (My old PC was filled with Skyrim mods but CS:GO wasn't affected by this)

hey I have somewhat of a similar problem but i severely drop in frames with my obs to like 10 fps. I have tried MANY different methods like uninstalling - reinstalling, uninstalling my anti virus software cuz i heard in rare occasions it could be that, and even tried lowering my obs settings. So i definitely think it is either some setting in obs or software interfering with obs.

here is my log

@DigitalizerD something is blocking proper DirectX 9 capture for you (OBS is falling back to to memory capture, which is very slow). This can be anything like that: Other capture programs, Razer Synapse (disable heatmaps), graphics mods like ENBSeries and SweetFX, and any type of software or utility that displays an in-game overlay like EVGA Precision, MSI Afterburner, TS3/Mumble overlays, Dolby Axon, Raptr, Overwolf, etc. If you use D3DGear it must be uninstalled completely.

I uninstalled Overwolf since i had it on my pc for some reason? I never used it. I don't have any other in game overlays and mods (I don't really play Skyrim anymore and thats the only game i mod). I also reinstalled completely OBS. It seems to be working so far but i don't know which one fixed it. If the problems start recurring i'll probably have to try something else
