I've been having this problem for a while where as soon as I start OBS (I don't even have to start recording, just running in the background) it caps my fps to 60 in CS:GO. I know about the Xbox app recording thingy which caps your fps to half of your monitors refresh rate. I disable it by winkey + G every time I start the game. Normally the game runs 250+ fps even when hosting a game with bots. In the EVGA PrecisionX app window you can see the fps which was 300+ before I started OBS and started recording. After that fps drops down to 60. It tries to go higher on fps here and there but then just drops down to 60 all the time, there are few spikes in fps and GPU usage you can see on the video.
