Depends on what you mean by "control the cameras". Your Roland will be doing at least part of the job that OBS could do (switching between inputs).
Since OBS will only be seeing one input, you can't use OBS to switch between the inputs the Roland sees-- the PC is only seeing the one that the Roland is sending to through the UTAP.
