Hello All, I hope I can be detailed as possible. Please let me know if I need to add any other info. I recently started streaming via Twitch (PS4) and here is my current (crappy) setup:
CPU: AMD FX-6300 3.5GHz (Water Cooled)
GPU: AMD Radeon R7-360 (2GB GDDR5)
RAM: 16GB Corsair Vengeance DDR3
Capture Card: Elgato HD60
Webcam: Logitech C922 HD Pro Stream
Microphone: Blue Snowball
Latest speedtest was 144 up/42 down

I constantly get cam freezes, if I deactivate and reactivate it works fine. Same goes the elgato, I lose signal while streaming, and I deactivate and reactivate the elgato and it works fine. I also seem to be getting bad audio popping on both mic and destop sound, I fix this by either deleting/adding another instance of the mic or changing the audio settings (mic/auxiliary audio device) and toggle it from default to by blue microphone, etc. This happened yesterday and I had to restart my PC and it worked perfectly afterwards.
1. So now my questions: what are the optimal settings for my current equipment? I don't run much on my PC other than OBS, a few bots, and a few browser windows simultaneously and don't seem to have CPU usage issues.
2. How do I go about identifying what is causing the freezing in the cam/elgato and the audio issues?
