OBS Buzzing Audio

So I'm rather tech savvy normally, but today I hit a road block and need some advice
As soon as I open obs or stream labs, the audio for all my apps become disoriented with buzzing
I have done the following:

• I have deleted every output or input, the mic is not the issue
• I have unplugged my capture card and the audio distortion still occurs
• I have uninstalled my audio drivers and re-installed

This only happens when I open OBS\SL. and it doesn't look like any of my sound mixers are picking up the buzzing
Any advice guys?
