Turn that off. Also check that Game Mode is not on in PC Settings.

Beyond that there is no stream attempt in the log, so no performance data to analyze. You need to start a streaming session, observe your problem, stop streaming, then upload a log.

You are doing a lot of alterations to your encoder settings, but it is not your encoder that is lagging, its the OBS renderer:

Check that Game Mode is off, it can cause this.

If that is not it you may need to change settings in your game (reduce fidelity, cap framerate) in order to make sure there is enough GPU capacity left over for OBS to work. You're not overloaded by a lot, but just enough to cause the occasional stutter. But changing encoder settings is not having any effect because it is not the encoder that is stuttering.
