OBS broadcast to multiple mobile devices with Browsers as the recieving client

My question is simple, is it possible to broadcast to multiple mobile devices on a local network, mostly phones, with Browsers as the receiving client? I really don't want to have to get software installed on the clients.
If it is possible; how do I set up OBS Studio to do the job? I am a complete novice with OBS although I'm OK with Linux and Windows.

while awaiting a more authoritative response, I believe the answer is yes possible, but not native to OBS
OBS would stream to an RTSP server (I believe can be running on same PC, assuming sufficient 'horsepower'), and you could point browser clients to that server. I believe if you search, there are discussions about this in this forum.
Is there a plugin for OBS to do this? I don't know

Hi Lawrence thanks for the reply - I have heard of RTSP but also hear that it tends to suffer from a significant lag which would be a real problem for my application as I want to be able to mix live activities with the stream if possible. Also from the posts I read it seems to require something to do the reception on the client (but sure about that) and I want to use the already installed browser.
