I am unclear on your issue, can you please elaborate on what is happening and what you have tried? your video is happening so fast I cannot tell anything from it.
So i want to record GTA San Andreas with OBS on windows 10. But when i get into the game in OBS i get a black screen and it isn't recording the game. If i put GTA:SA in window mode(alt+enter) OBS records GTA, but if i put it back on fullscreen OBS gets again a black screen and my fps are dropping from 93+ to 20-30. This happens only on Windows 10, on windows 7 it works perfectly fine.

Go into your log file and search the work "fail" you have 44 failures, perhaps that will lead you to a resolution?
right clicking your OBS icon and running as administrator will probably fix the issue.
you can ignore the failures I paste below.
