Question / Help Obs Bitrate drop arround 10 PM?

Dear OBS users,

I have a weird bitrate problem with my stream.
It always happens between 10 PM and 2 AM.

At 1 PM middle of the day it all seems fine 4000 bitrate no problemo.
But between 10 PM and 2 AM it seems to be unstable.

Here is an example via Twitch Inspector.

Now i live with another person who is currently using internet via the company where i live.
Which has a really bad connection.
Thats why i started using my own internet provider.
I have no problem playing online games arround the same time or watching 4k youtube videos.

The Ookla internet speed test is also giving me an 400 mb download and a 40 mb upload.
Even when the problem occurs.

Any suggestions?

Its the route between me and my internet provider.
Appereantly my upload speed is 3 mb
My download is 400 mb

I called them and they told me that
They were going to fix it the problem today online.
So it should be working when i get home.

I'l update here.
