Question / Help OBS BIT RATE ISSUES {I NEED HELP}

So I had just built my Gaming/Streaming PC about 2 and a half months ago and I just started streaming and everything was well. I do have an 11mbps upload speed and that was just fine and my pc has a GTX 1080 Ti, 7700K, and 32 gbs or 3200mhz ram and a samsung evo ssd in it. Everything has been great while streaming until two weeks ago i just couldnt keep a stream up for more than a few minutes because I was getting 40 percent dropped frames and my bitrate was RED and spiking up and down.
I HAVE:
-reset everything to default on obs
-reset my internet multiple times
-got an upgraded router and modem
-i have tried to look through my firewall blocks and seetings
-tried other obs settings
-contacted my isp
-ive done so much and i still dont know why my bitrate and just stay green anymore.
If anyone can suggest anything it would be much appreciated, also i play and stream hardwired with 3ping, 180down, and 11up.

If you've really tried all that then the problem is between your ISP and Twitch.

im trying to stream xbox one gameplay and havent had any issues until the last couple weeks, im having issues with keeping 60fps for call of duty im having issues on why my bitrate cant stay out of the red even at its lowest setting, i drop thousands of frames and cant stream
