So, this is an issue that I haven't encountered before really. When starting my stream, OBS drops frames like crazy (15 frames per second). I don't know why this is, because I have checked all my settings (see below), my specs should be enough (see below) and my internet should be able to handle 480p 30 FPS at the least (see below). Any ideas?
OBS SETTINGS:
Video Bitrate: 2000
Encoder: Hardware (NVENC)
Audio Bitrate: 128
Encoder Preset: Default
Base Resolution: 540x280 (recording Nintendo 3DS screen)
FPS: 30
Downscale filter: Bicubic
PC SPECS:
Intel Core-i7 4790K @4.00GHz
Nvidia GTX 970
16Gb DDR3 RAM
250GB SSD
INTERNET SPECS:
Download: 9,14 Mbit/s
Upload: 1,75 Mbit/s

Edit: I lowered the video bitrate and now everything works just fine. Thanks for the help!
