Run the Auto-configuration Wizard (tools menu), apply the settings it gives you. Restart OBS and test.
Normally this are the best settings you can use safely based on your system and connection to the internet. Other issues may appear if you have something missconfigured on windows or drivers, including not being up to date. Latest drivers have introduced some issues too, so this is a test and run situation.
