Bug Report OBS AT 0,94 FPS

Hi, my obs studio is fixed at 60 FPS on my settings but when i open obs it says 0,94 fps or less. I was able to stream for the last 2 years so my pc is not the problem. I dont know what to do. Anyone have any Idea? Thanks! https://obsproject.com/logs/SYzHH4LQfrACSa2g
