Question / Help OBS As Encoding Machine using Command Line

Hi,
I was wondering if it is possible in Ubuntu 18.04 LTS Server to encode raw footage coming in from another machine on the network using the NDI plugin purely from command line, as the machine that will be used for encoding is pretty weak and running Desktop 18.04 would use up a lot of the little power that the machine has to offer.
Here is some specs/info of the machine: Pentium N3520, Quad Core 2.17GHz, TDP of 7.5 Watts, 4GB 1333mhz, and I want to encode 1080p60 from a base resolution of 1440p60 from the gaming box.

It is not possible to use OBS on a command-line only system
And that pentium N3520 is bottom tier and not usable even with a full desktop operating system

Can you install plugins, edit the settings of OBS and the plugin all through CLI? If so, what would be preventing me from recording with it, because I know that you can start an OBS recording through CLI.

No and no, and you also need access to an OpenGL 3.2 GPU properly, which is NOT available on headless machines.
