Question / Help OBS and stream very choppy. No drop in frames in Game

My OBS was working perfectly fine, everything was smooth. Yesterday though I added streamkits in on my OBS so my viewers can see my discord stuff. But out of nowhere, my stream and OBS got super choppy, I usually run my games at 60fps, some are at 40 and others are at 30, but my Elgato, I always have that set at 60fps because I never drop frames on my PS4. Though now, even my PS4 on OBS is choppy, not my game, but OBS is. I have tried everything, from reinstalling, to run as admin, to even doing something in my settings, but nothing has worked. Also before you ask for a Log please tell me how to do it, because I don't know how to get to the log. But please, I need some help, I am trying to make a living on Twitch, and with this problem, I won't get anywhere.

Also, I know why there was a Mic delay, I forgot to turn that off, so don't worry about that.

Update: PC now working fine, but now PS4 isn't. Remeber I have no dropped in game FPS. JUst that the stream and OBS are choppy. PC Games are fine, but PS4 isn't.

Update: Switched over to Streamlabs OBS and it worked better until my CPU went to ****. I have a gaming laptop, so my CPU is not the problem for OBS, its just Streamlabs OBS uses too much. When I use my Elgato, everything is fine, but my PS4 still won't work on OBS for some odd reason. It works on all my other streaming applications, besides OBS. It was working, but out of the blue, it stopped working.

Update: PS4 & PC now are being little pieces of ****. Now none of them are working, streamlabs OBS won't work now. I can no only stream Ps4 due to my Elgato still being awesome, but I cant stream PC until OBS decides to work. Please help here, I would like to stream my PC games a lot more often than my PS4. Thank you.

Update: I reinstalled the entire application, I had to redo all my scenes again. Do you want to know what the outcome is? Well, it didn't do anything, I am still having the same issues. Game FPS is perfect, but OBS and Stream are choppy. If this issue is not solved, I will have to switch to another streaming application, and I really don't want to. Also, I am using the current version of OBS, its OBS Studio I am using.
