OBS AMD h264 unable to set bitrate

Hello,

I am using the latest:

1. AMD drivers
2. Version Of OBS

I am testing out OBS for AMD h264. I am trying to use CBR with a bit-rate of 6000. It seems like I am unable to make any changes to the bitrate but only make adjustments to the min/max QP

Weird enough, I can make this change on h265

Any idea what going on?

It's an amd driver bug. You need to downgrade.
