Question / Help OBS 90% FPS

No, you only have it connected to your motherboard, Now neither is connected to your video card.

The part with your USB ports is NOT where you should be plugging displays in AT ALL.

The other half (where all the addon cards are) is where ALL your displays should be connected.

Yes thats where my DVI to HDMI cable is connected to. Then I have a VGA Cable also connected to my monitor from the mother board.

if you actually need a vga connected display, get an adapter compatible with your video card. Don't connect to the motherboard.

And restart OBS after moving displays around

I now have the VGA cable disconnected and my monitor is running fine. But the OBS still runs at 90%. I know for a fact I am connected to the video card because I am able to go to the NVIDIA control panel. When I have it in the other slot it will not allow me to pull that up.
