OBS .659b video freeze when window on top is Maximized.

I've been using OBS .659b forever and has worked flawlessly. But I don't know what changed.

If im recording a video off a browser such as chrome using Window Capture mode. It records fine unless I place any kind of window over the source window and maximize the window. If I cover the source browser window only, it still records.

It only freezes when a window is placed with the source and is maximized to fullscreen.

Window capture settings are:
Inner window
Capture mouse - Unchecked
Capture Layered windows - Checked
Compatibility mode - Checked
Use Point filtering - unchecked
Opacity: 100

You're using OBS classic, which is retired for years and no updates or support given any more. Please update to its successor, OBS Studio, it's freeware like the old one, similar in functionality, and superior in every way: https://obsproject.com/download

Incorrect! While using the latest version 26.1.1, the problem remains. The recording window needs to remain the Focus Window. This just recently started happening. There must be some other issue.

This is no OBS issue. It's a Windows/App optimization: Apps that have no part of their windows visible on the desktop stop rendering. Either by themselves or by Windows. This is for power saving, introduced with recent versions of Windows and some apps, especially Chrome. You're barking on the wrong tree.
