OBS 32.0.1 will not start Freezes on start up and safe mode.

I have no idea what happened but i went to open OBS and it just freezes on startup. There is a pop up "Frozen UI" Close program? Nothing responds and i have to close OBS through task manager.
I'm on windows 10 and what ever the latest version of OBS is. I tried updating to see if files got corrupted through the installer. There are no crash files.

If anyone can please help me ... I'm at my wits end I have no crash logs either ... and i just tried wiping everything with OBS and nothing at all
 
that error isn't something provided by OBS, either you are not using OBS or maybe have installed a plugin causing this but it isn't one I am familiar with.
 
I did a clean install wiping all my previous files and it would do the same thing .... i'll try going down to 32.0.0
