OBS 31.0.2 Question?

I only recently installed obs within the last week, and I noticed minor changes with the software, but one in particular is making me scratch my head....

I got one question, Where is the editing option to import my video to edit, snip and cut etc...???? did they move it into another section under a different name?

while I am waiting on a answer to that question, I have another, where can I get a copy of OBS from 2022? to download that had the video editing tool?????

OBS isn't a video editor. It's a compositing software for streaming or recording only.
There's no OBS version capable of video editing.
