OBS 30 Video Loop delays

Ok, not sure if this is a Windows thing or OBS version thing. So wondering if anyone else has had issues to help me narrow this down.

I recently built a PC specifically for Streaming, Win 11 Pro, Ryz 7 7700, AsRock B650 mixer live board, Asus 3060ti video.

I installed OBS 30 (I do like some of the Changes) and started to rebuild my scenes to hopefully go along with our new setup soon to be fully installed. While setting up the scenes I have a spinning globe that is on a loop to constantly run in the background depending on the scene. Here is my problem (of many right now) there is a significant delay between the end of the video and the beginning. I have looked at the video settings in OBS and found nothing that would indicate a set delay. I even downloaded the VLC Addon thinking that might help, and I get the same thing.

This video had no delay when running on a Ryz7 5700 Win 10 laptop with OBS 28. So hoping someone can tell me what I might be missing.
Is this a Windows 11 thing? graphics card thing? or OBS 30 thing.

While I may be overthinking this I am leaning towards a system settings thing because it seems VLC layback is doing the same thing. Also considering loading OBS 28 to see how it handles it. Just not sure where to begin to look anymore and I know there are gurus out here that know more than me.
