video encoder: x264
no rescale, everything is set to 1920x1080 (base/canvas)
ratecontrol: CBR
bitrate: 16000
cpu usage: medium

Tools > Auto-Configuration Wizard > Optimize just for recording
Close and re-open OBS.
If still having issues then

What are you using to check the quality? Some media players do not handle modern formats very well, VLC is recommended.

1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. It's an experimental feature and we recommend disabling it via these instructions.
2. Audio buffering hit the maximum value. This is an indicator of very high system load, will affect stream latency, and may even cause individual audio sources to stop working. Keep an eye on CPU usage especially, and close background programs if needed.

Occasionally, this can be caused by incorrect device timestamps. Restart OBS to reset buffering.
Source affected (potential cause): Skrivbordsljud
3. Run OBS as Administrator. Right click on the OBS shortcut, properties, advanced, check box, ok, apply, ok.
4. Having the YUV Color range set to "Full" can cause playback issues. Shadows, highlights and color can look off. In OBS, go to "Settings -> Advanced" and set "YUV Color Range" back to "Limited". (looks like you may have already done that in new post)
5. Use Game Capture (preferably) or Window Capture for Quake Live. Do not use Display Capture unless you need to capture Windows stuff.
6. If you are going to go with 1080p 60 FPS with CBR I'm going to recommend 12000 Kbps and 2 B-frames per YouTube.

You are using advanced output with terrible settings. Go back to simple and pick the high quality preset.

Nice "to do" list, more to pile on.

Your monitor is operating in 10-bit color & that 165HZ isn't doing anything to preserve quality. Set it 120 or 60 when using OBS.

did so and the result was the same. Installed complete Adrenalin suite and recorded with ReLive, results are perfect so i guess i will stick to that. Thanks for all the help :)

How about qhoobs list, did you knock that out too? A new log would be helpful to see where you are at.
Last try was from a secondary computer (HP Elitebook 845 G10) with a HD60X, with above suggestions, crappy results compared to what i get if just run AMD ReLive directly on my gaming pc. Without changing any displayrefresh and so... I am happy with what i get from ReLive now but amazed it was such a struggle with obs (not saying it´s obs fault here)
