Question / Help OBS 23.0.x - hotkeys not working outside OBS / working inside OBS even if disabled

With 23.0.x I came back to OBS from SLOBS. Fresh install, fresh profile, fresh configuration.

However: My hotkeys are only working when OBS is in focus - no matter if it's started as admin or not.
What's even more weird: With TICKED option under advanced that hotkeys are disabled when the main window is in focus they are still working when the main window is in focus. :/

So I solved the problem by giving my macro keys a higher delay.

But this should be looked into. 10ms was too low for obs (while streamlabs worked with 2ms) using 20ms delay know for proper hotkey usage.
