This issue has persisted in the last few updates, but feels as if its getting worse as time has gone on.
Despite my lower-end CPU, my PC used to be able to launch OBS in just a few seconds before. Now in its current state, OBS takes nearly 2 minutes to load each time.
On top of that, I've not been able to keep OBS at 60 FPS without adjusting the Integer FPS Value to 62, otherwise it maxes out at 58.03 FPS, which did not used to be the case. I suspect if this might have something to do with moments where the stream freezes very briefly each second. This is not a streaming related issue, as this also occurs during local recordings. Even if idling, frame rate occasionally dips down from 58.03 to around 57.05.
