Bug Report OBS 19.0.3 Slows down Hotline Miami game

Using the game capture will slow down Hotline Miami and make it unplayable. Unless you tab out then the game runs like it should. No clue on why this issue is happening and its preventing me from using OBS with Hotline Miami.
