With OBS open, regardless of the game being captured, I am experiencing a huge frame rate drop. I have tried streaming at 720p 30fps and 60fps with both of these still being affected.
The game does not even need to be captured, just open along with OBS for me to see the frame rate drop. This also doesn't affect my in game frame rate. Most games will run perfectly at 120+fps, but I also noticed that if the frame rate is dropping, a temporary fix is turning Vsync on in game.
Happens on x264, Quicksync(h264) and NVENC.
I AM NOT experiencing dropped frames.
Things I have tried:

I have tried so many things this past week, so I may be forgetting something that I've tried. Any help is appreciated, any thoughts are welcome!
Most games I do notice this in is Arma, DayZ. But every game causes this in OBS.

- Swapping PCIe slots for GPU
- Re seating RAM/one stick at a time.
- Uninstalling OBS, Tachyon and, Xsplit.
- Monitoring background processes
- Formatting windows i.e Reinstalling Windows :(
