Bug Report OBS 0.16.4 makes my stream lagg without any changes from previous OBS 0.16.2

Alright so a few days ago i updates and installed OBS 0.16.4 it actually looks the same but i read somewhere they made a few changes that implemented directx 12 support?

I've been using OBS 0.16.4 a few days now and unfortionately i dont like it at all meaning that this update makes my stream lagg all the time.

but to say and i know i dont have a really powerfull laptop but in the previous OBS 0.16.2 i did not have any big problem with streaming what so ever. my stream was smooth enough and without lagg!

in OBS 0.16.2 i had setting applied and did NOT change anything because of having a smooth stream.. then i updated to OBS 0.16.4 and emediately my stream begon to lagg and with any setting i made to make it not lagg? did not help!!!

and im running windows 10 64-bit version, Intel 1,8 Ghz and 4 GB and 20GB virtual memory
My last windows update: KB3199986: Update voor Windows 10 Version 1607 voor x64-systemen

I've done some digging.. and i read in a thread to role back to a previous windows update, but i dont think thats a real promesing or good idea.. then i read there is a possability to actually make it work to disable the preview in OBS and to set the graphic encoder to OpenGL.. i'll be trying that tomorrow, if that does not work i hope something else will
