Question / Help obs 0.14.1 Dark Souls 3 stuttering stream/recording 59,94hz (solved)

I seem to have a problem with DS3 stream/recording suttering, when in game animation is super silky smooth

My desktop refresh rate is set to 59hz (lcd tv as monitor - it also supports 60hz), game seems to be working also in 59,94

And mediainfo of the clip from MPC-HC below which tells that original fps was 59.94 but clip is 59.88 which probably is the cause. Where did the 59,88 got from?
So is OBS ignoring 59,94 setting? How can I eliminate this stuttering to make it smooth. Setting 60hz in obs or on desktop doesnt help much because game seems to be swithcing to 59,94 anyway. Thanks in advance for any suggestions
ps. even YT warns me about stuttering in video manager...(I uploaded mp4 remux from obs)

remux? Where is original? Does it has the same issue and info?

Also, you may try to enable fps counter (fraps like) and see is there fps drop in game itself.
 
Suslik V: media info stats are from original - flv. mp4 remux and source flv had same stutters. there were no drops in game - animation was silky, stutters were only in recording/stream

problem solved itself somehow when two things happened
I installed fresh win8.1 and game had a patch

core of the problem seems to be here:

on win10, 1.0.3.1 game version and 1.0.4 game version i had
- desktop refresh rate 59,94
- obs video tab fps 59,94
- when I started DS3, tv screen would flicker changing refresh rate to God Only Knows What (tm)
- massive stutters in stream and recording

Now on win8.1 and game patch 1.04
- desktop refresh rate 59,94
- obs video tab fps 59,94
- when game starts there is no flicker of refresh rate change, it stays untouched and problem is gone. recording is smooth same as ingame fps with only occasional hiccups in recording that are negligible and probably caused by game loading assests when character runs trough areas

Current media info is also
Frame rate mode : Constant
Frame rate : 59.880 fps
Original frame rate : 59.940 fps


I will have to go back to win10 because of activation and will update in a while and see if its win10 specific or game patch solved it, but using game patch 1.0.4 on win10 gave stutters also before installing win8.1

Ok Big Quest For Smoothness update
My previous speculations appeared to be wrong - stutters came back on win8.1 also after a while.
Im on win10 again and the refresh rate change flicker is back when game starts but it doesnt matter.
I was always recording to portable usb hdd and in the moment of greatest desperation I found that there is a firmware update (!!!!) available for ASMEDIA "on-motherboard" USB controller on ASUS website together with a designated driver for my mobo - Asus Z170K. This controller ASM1142 is pretty popular on 1151 platform so its worth checking on you mobo manufacurer site. After update of firmware and driver things started to look good.
There are still small stutters from time to time in the recording but they are negligible and caused probably by loading new areas in game.
In meantime I also updated nvidia driver to 365.10
One more importatnt observation - never judge your stream on twitch in fullscreen, at least on Firefox. As soon as fullscreen mode is enabled the player starts to skip frames big time.
All of the above applies to x264. Nvenc still causes frame drops in game as well as stuttering in recording.
Disabling smooth transition effects for desktop seems to help a bit - attached picture
