I have been streaming to YouTube with 26.1.1 using encoder NVIDIA NVENC H.264 (new) with no issue but when I update to 27.0 I get

[NVENC encoder: 'streaming_h264'] Failed to open NVENC codec: Generic error in an external library
Stream output type 'rtmp_output' failed to start! Last Error: Failed to open NVENC codec: Generic error in an external library

Change to Recording instead of stream and no problems roll back to 26.1.1 again issue goes away

GPU is NVIDIA GeForce GTX 660 Driver Version 466.63

I'v go the same issue till i'v install the version 27 also

Here a part of my log.

18:33:33.912: fatal: No NVENC capable devices found
18:33:33.912: [NVENC encoder: 'recording_h264'] Failed to open NVENC codec: Generic error in an external library

I'm on Windows 7 with NVIDIA GForce GT710.

And it was working fine before the update of Obs

I have the sme problem on my streaming rig, running Windows 10 Pro with all updates and with a Geforce GTX 660 TI.
I downgraded to 26.1.1 again, everything works fine again.

Worth to mention that this problem occurs when trying to stream only. Recording with NVENC was not a problem on version 27.

This fixed it for me. You'll have to readjust some settings... but at least you'll be able to sort out what's caused it.
1. Run OBS
2. Tools/Auto-Configuration Wizard
3. Choose whichever description matches your use.
4. Hit Next - I left my base Resolution at 1920x1080, and chose 3ither 60 or 30 for FPS
5. Click Next
6. Choose the service, enter the stream key and click next..

When it finishes, it should allow you to stream or record without the error.

*Note: I had already gone through the steps of upgrading the driver... but I still got the error. This fixed it for me.

Thanks for the reply, I found the actual problem thanks to your post!

The problem is the "Rescale Output" option. I scale the size down to 1600x900, if I untick this everything works like a charm.

I still would prefer to downscale it! Please fix!
