Nvidia Encoder No Longer Visible After Updates

After recent Windows and OBS updates, I can no longer select my Nvidia NVENC H.264 as my encoder (Advanced/Output/Streaming/Video Encoder). This is with a GeForce RTX 4060 Laptop GPU. At first I got a popup telling me to update the NVENC driver. Windows told me this driver was up to date when I checked for updates. Then I installed the Nvidia App and attempted to "optimize" OBS and force the NVENC encoder (which it looked like it was doing). But then upon restarting OBS, I still don't see the NVENC option, and the optimized settings don't seem to persist in the Nvidia app.

My log is attached. It detects the Nvidia encoder, but still won't let me select it.

I can at least start streaming now (through Vimeo). Installing the Nvidia app seems to at least enabled me to do this.

But I still hear the occasional audio blipping that prompted the problematic Windows and OBS updates in the first place.

I'm not sure I'm using the Nvidia GPU as my encoder in a backdoor manner or not, but I definitely used to see it in the video encoder dropdown menu in OBS and I don't currently. Any guidance would be appreciated. :)

You need to update your driver

Excellent - so simple, yet so profound. It worked. Thank you.
I am still getting the little audio blips every 5-20 seconds, though, even with my NVENC set as my video encoder.
My only option for Audio Encoder is FFmpeg AAC. Is there a way to use my GPU for audio encoding as well? Maybe that's a dumb question.

Could a mismatch in audio sample rate be causing my "blips"?

I am using 48 kHz for my Focusrite audio interface, as well as in OBS.
I did find a 44100 Hz in my log however, shown below:

17:26:49.766: WASAPI: Device 'Focusrite for OBS (Focusrite USB Audio)' [48000 Hz] initialized (source: Focusrite for OBS)
17:26:49.885: using video device audio: no
17:26:49.885: separate audio filter
17:26:49.885: sample rate: 44100
17:26:49.885: channels: 2
17:26:49.885: audio type: Capture

I'm not sure what device that is referring to.

Here is my OBS sample rate from the same log (attached):
17:26:48.400: audio settings reset:
17:26:48.400: samples per sec: 48000
