Nvidia Control Panel Settings for OBS stutter

I upgraded to a 3700x and an x570 asus tuf gaming plus in hopes it would fix my stutter issues, and it didn't: Game and window, and display capture stutters in the obs preview even when not streaming (and xsplit does the same for that matter) I didn't do a "clean scene" for the log because it happens regardless of what else I have in a scene. I've tested the clean scene collection thing multiple times, and it's present there too.
My setup:
Ryzen 3700x/16gb 3200 cl16 ram/GTX 1070 FE
I have everything the way everyone keeps telling me to
OBS Admin
priority High
Game mode/bar/dvr and gpu scheduling all off
All monitors @ 1080@60
I've tried Vsync on and off.
Nothing in the log file out of the ordinary, no missed/skipped/dropped frames, no overload or stalls or anything, I'm barely breaking 1ms render frame times
in game is smooth
I've tried the game both windowed and fullscreen

Are there specific settings in the NVIDIA Control Panel 3d settings section that would either cause or fix this issue?
I spent 500 dollars to try and fix this,I've spent 40 hours troubleshooting the last 4-5 days and I'm still where I started mostly PLEASE HELP

what is set in Settings > Advanced > General > Process Priority ?
HIGH ?
set it to normal!

i cant understand why your preview is stuttering try ot use DDU https://www.guru3d.com/files-details/display-driver-uninstaller-download.html uninstall Nvidia driver and reinstall it and show that all frameworks are up to date
try this



and one question what had you running in your log

more than the half of your ram is full !
I've already done the guru3d clean driver install, from safe mode
more than half my ram is full because I'm playing COD and Streaming on the same PC.
I'll try these runtime things and see if that helps
Why do half the people say game mode off, process priority high and the other half say the opposite?

I did all the stuff you said, its not fixed but it has changed, display capture doesn't show a stutter in preview (window and game still do regardless of settings) but the stutter is still present in stream output. I'm not dropping frames or anything, i just don't get whats causing this
